1. Tragedy on a ski route of category III difficulty involving Krasnoyarsk tourists.

The accident occurred while descending a frozen waterfall, more than 100 km from the Snow Leopard camp site, which is located on a small left tributary of the Bolshoy On River. Four fell on the ice while descending and fell from a high frozen waterfall. Later, three of them went down to the victims, and after assessing the situation, they made a decision: one stayed with the victims in the taiga, and two went to the nearest telephone line, which was at the Snow Leopard camp site, to call rescuers. Details of the tragedy: to descend from the frozen waterfall, two hooks connected by a loop were driven into the rocks. At the moment the leader of the group began to descend, one of the pitons flew out, and the second remained, but the jerk was enough to fall off the leader and 3 other participants who were in the descent zone without self-belaying at the moment the leader began to descend. Since the three surviving participants at the time of the breakdown, the leader and three participants were just approaching the scene of the tragedy, they saw only the consequences of the breakdown: a torn hook and a rope hanging on the second hook. There are no living witnesses to the tragedy. One can only guess what came first: the hook popping out under load or the leader’s failure, which caused the hook to be pulled out, the participants being thrown off by the freed rope, or their attempt to hold on to the one who had begun the descent. However, the statement to the press by the head of the rescuers that “... that the group was not registered” is puzzling. And the assumption, “... that the presence of at least one means of communication would make it possible to avoid “such a tragic outcome...”.” Rescuers reached the scene only on February 15. The group was registered with the rescue service in the city of Abakan, a rescue service with a zone of responsibility in the area of ​​the hike. Why didn't you register there? 3. In a major car accident in the Altai Territory on June 8, 2007.

Tungur, Ust-Koksinsky district, from where on June 22, 2007 at 21.30 hours they contacted the ARPSP duty officer in Gorno-Altaisk by phone. On June 22, 2007 at 09.00, 3 people were sent from the Ak-Kem PSO to search, together with the local population and specialists from the Vysotnik camp site (Tyungur village) consisting of 7 people. In total there are 10 people with horses in the search group. The director and employees of the travel agency “Brothers Govor” only returned from Gorny Altai, where, with the help of social activists and an instructor-guide, search work is still underway for the local guide (horse breeder) Viktor Tadyrov and the body of the deceased tourist Yulia Tomilova was delivered to Berdsk. Chronicle of events, ascertained during the analysis of the accident: on June 21, from 14-00 to 14-30, an accident occurred while crossing the Akkem River on horseback, when Tomilova Yu.S. fell into the water and was carried away by the current. On June 22, 2007, at about 19:00 in the evening, instructor-guide A.A. Tadyrov was organized by the group. As a result, a section of the river downstream to its entrance to the canyon was examined, but Tadyrov and Tomilova were not found. After which the instructor-guide reported to the Akkem rescue center, where at that time there were 8 rescuers from the Gorno-Altai rescue team, who began to organize a search. The instructor-guide led the group to the village. Tungur and sent on a rented minibus to Novosibirsk. Immediately after receiving the information, the management of the travel agency contacted the PSS of Gorno-Altaisk. And we received confirmation that the PSS knew about what happened on the river. Akkem there was an accident and search work is being carried out. At the moment, the missing tourists have not been found. The travel agency “Brothers Govor” established 24-hour duty in the office.

06.24.07 at 14-00 the travel agency “Brothers Govor” was informed that the body of Tomilova Yu.S. was delivered to the agreed upon location and placed in the water there. The management of the travel agency ordered a helicopter, the departure of which was scheduled for the morning of June 26. It was decided that the director and his employees would leave for the city of Gorno-Altaisk at night and, upon arrival, fly out together with the rescuers to the site. The delay in the flight departure that evening was due to insufficient daylight for the helicopter with the body to return to Gorno-Altaisk and the fact that the search for V.D. Tadyrov was still underway, and it was necessary to conduct a search flight over the river. Katun and R. Akkem. At 10 p.m., before the travel agency representatives leave for Gorno-Altaisk from the village. Tyungur called the instructor-guide and reported that the body of Tomilova Yu.S. delivered to the village. Tyungur and asked the travel agency to help her transfer the body to the village morgue. Ust-Koksa. The travel agency contacted the PSS, and rescuers called a Ust-Koksinsk police car, which delivered the body to the morgue of the district hospital in the village. At 22-30, the travel agency employees and the director left Novosibirsk for Gorno-Altaisk, and on the way to Berdsk they picked up a relative of the deceased. In the city of Gorno-Altaisk, at the emergency response center of the Ministry of Emergency Situations of the Altai Republic, they clarified all the formalities and outlined an action plan, additionally taking a UAZ car and driving to the village to remove the body. Ust-Koksa. Having completed all the necessary formalities, the body was sent to the morgue in Gorno-Altaisk, accompanied by a relative of the deceased. The director of the travel agency left the village. Ust-Koksa in the village. Tungur and agreed there with local horse breeders and guides to continue the search for V.D. Tadyrov, leaving an instructor-guide there for coordination, as a representative of the travel agency. He returned to Gorno-Altaisk, where he resolved all issues regarding further transportation, as a result of which on June 26, 2007 the body was delivered to Berdsk, where on June 27, 2007 at 15-00 the funeral took place.
Special comments on the incident:
1. On equestrian routes, when moving on horses, choosing a path, movement tactics, and methods of overcoming obstacles, the dominant role belongs to the local guide (horse breeder).
2. The route does not include horse crossings across the Akkem River, except at its source (at Lake Akkem), where there is practically no current and there is a boat crossing, as well as along a bridge in the lower reaches of the river.
3. The backup option of descending along the Akkem River gorge is not considered even in exceptional cases, due to the presence of scree on the left bank in front of the narrow gorge with a canyon.
4. Viktor Tadyrov, 45 years old at the time of his death, had been accompanying tourist groups in this area for many years and was one of the most experienced, reliable and responsible Altai guides (horse breeders).
5. Voucher for Tomilova Yu.S. sold by the Berd branch of SIATT, the contract with the tourist was concluded there, the Reso-Garantia insurance policy was issued there. The management of the travel agency contacted the insurer "Reso-Garantiya" in Novosibirsk and Moscow regarding insurance payments and controlled the process until the insurance was paid.
6. As a result of the analysis, the following was revealed: that the direct cause of the death of tourist Tomilova was not established due to the pronounced universal rotting of the corpse. Drowning is most likely due to injuries sustained while moving the body. water flow in a mountain river. It is known that she fell from her horse into the Akkem River, was separated from the horse, and in the section of the river viewed by the group members was unable to get ashore. Although at some point the tourists who observed the development of the NS noted that it rose to its feet near the shore, but then fell into the water and the stream carried it further. The reason for the fall from the horse was that the horse tripped while in a stream of water while crossing the Akkem River. The crossing was carried out in the middle reaches of the Akkem River and was not part of the approved route.
Local horse breeder guide V.D. Tadyrov, who organized the group’s crossing and was the first to cross on horseback, heard Tomilova’s cries for help and got off his horse, jumped into the water and swam after Tomilova. On the section of the Tadyrov River viewed by the group members, the tourist Tomilova was not caught up by swimming and they, separately, being in the flow of water, disappeared around the bend, first Tomilova, then Tadyrov.
06/23/07 Tomilova’s body was found in a hard-to-reach place in the Akkem River gorge. The remains of Tadyrov’s body were discovered at the very end of September in a tree crease located in the lower reaches of the Akkem River. It is not possible to determine the immediate cause of death from the remains. Presumably drowning due to injuries to the body received when it was moved by a water stream in a mountain river.
The decision on the crossing, the choice of the crossing location, the assessment of the water situation, the method of crossing the Akkem River in this place and the order of movement were chosen and established by V. Tadyrov. Instructor-guide Anna Kremer, in accordance with the established order of movement, brought up the rear of the column. V. Tadyrov began the crossing without waiting for the entire group to gather and the arrival of instructor-guide A. Kremer, who brought up the rear of the column. Instead of reconnaissance of the conditions for climbing the Kara-Turek pass, we took two days, losing time to leave the area along the approach route or through a lower pass, bypassing the Tekeli River gorge.
As a result of the analysis carried out by the MKK, the following was revealed: on June 21, at about 15 o’clock, a group of tourists consisting of 7 people, a local horse guide and an instructor-guide from the travel agency “Brothers Govor”, making an equestrian route of the III class, agreed with the MKK along the route of the village . Thus, changing the approved route. The change in route was not agreed upon either with the travel agency, or with the MKK, or with the rescuers of the PSP "Akkem" and was adopted at the general meeting of the group by a majority vote on Lake Akkem (i.e., the opinions of the group members were divided, but the decision was made).
At the third, on this day, crossing of Akkem, not far from the entrance to the Lower Gorge, Yu.S. Tadyrov, who was on the other side at the time, jumped into the water and tried to catch up with the tourist by swimming, but in the section of the river he was viewing he did not catch up and they were carried away around the bend, never to be seen again. The instructor-guide and the rest of the group were just approaching the crossing point. She crossed the river on horseback. Akkem examined the river bed from the shore to the entrance to the canyon, but did not find Tadyrov and Tomilova. Tomilova's body was discovered by rescuers and local residents. Tadyrov's remains were discovered by local residents at the end of September. The causes of death of Tomilova and Tadyrov have not been established due to severe damage to the corpses.
The Disciplinary Commission of the MCC of the Siberian Federal District established: that the death of Tomilova Yu.S. and Tadyrova V.D. occurred due to an accident. The indirect cause of the accident was the failure to maintain the path along the left bank of the river. Akkem on horseback, not to mention the tourists as a backup option for leaving the route, so the travel agency didn’t even consider this path as a backup, although with the exception of the moving scree in front of the “Lower Gorge”, which is passed on the lead, on the old trail of others that are distinguished by difficulty There are no places, much less crossings. Since the group successfully crossed the river twice. Akkem and by the time of the accident had partially crossed the third, and later the participants remaining on the right bank also crossed, we can conclude that the water level in the Akkem River at the time of the accident was not high and that this was truly an accident.

6. Incidents from 09 - 19.06.07 in the Altai Republic.

But the Ministry of Emergency Situations can only advise one thing: there is no need to force everyone to register, you just need to understand who, above all, is interested in the safety and control of the movement of “their groups and participants.” And this is not the Ministry of Emergency Situations, but the organizations whose groups go on the routes, including the International Red Cross, travel agencies and federations. They know the routes and deadlines of their groups well and control them, interact with rescuers if the need arises, but they don’t particularly need total registration and control, as well as recommendations from the Ministry of Emergency Situations, because they know their job. There needs to be a clear division of powers here. If rescuers are a public service, then their work, for which they receive money, is rescue, and not storing papers, and rescue at any time and in any place upon an alarm call, and not according to pre-developed plans. On the Russian side, the slopes of Belukha have a northern exposure - therefore, here you need to have good physical fitness and be prepared for the fact that even in summer you will have to work at temperatures down to -15. This makes Belukha very different from the four-thousanders in the Caucasus and Asia - the climate here is much more severe.

When choosing equipment for climbing Belukha, you need to remember that the roads to it end 50 kilometers before the base camp. It turns out that the equipment should be suitable for both long marches in the rain (in Altai, heavy rains for several days are not uncommon), as well as for hurricane winds and severe winter frosts. You will also have to fit food, special and bivouac equipment into your backpack. To be honest, the task is not easy.

The peculiarity of climbing Belukha is that this whole event is more like hiking trip, than for regular mountaineering fees. Here you will not return from short trips to a permanent camp. Trekking shoes are generally lighter and more comfortable, but if you have ankle problems, it's better to use light or even medium trekking boots.

It took rescuers almost three days to reach Kemerovo tourists who were trapped in the Belukha glaciers in the border zone. Participants in the rescue operation told Sibnet.ru why they had to wait so long for help, how the climbers survived without a tent, how they greeted their rescuers, and why they ultimately did not return to civilization.

Last Friday, weather forecasters issued a storm warning for the Altai Mountains, and on Saturday the weather deteriorated sharply. On Sunday, August 12, from the Ust-Koksinsky district, where Belukha is located, rescuers received an SOS signal.

Four Kemerovo residents got in touch by satellite phone and said that they were blocked at an altitude of 4.1 thousand meters. A strong wind tore their tent and took away equipment that could help them get down at least to Lake Akkem, where the seasonal rescue post is located.



It would have taken rescuers about three days to get to them from the post on foot, the situation became more complicated bad weather- It was raining here, turning into snow, and a strong wind was blowing. It was decided to send a helicopter for the climbers, which arrived in the Altai Republic from Kemerovo on Monday and waited for several days for permission to take off. The aircraft took off from Gorno-Altaisk airport only at 16.00 on Tuesday, but within three hours the tourists were taken off from Belukha.

The most difficult route

The tourists turned out to be no longer young and quite experienced climbers, the youngest of them was 48 years old, the oldest was 53 years old. The men planned a traverse (traversing two or more peaks, and the descent from the previous peak should be in the direction of the next one) of three peaks and had to climb the Western, Eastern peaks and the Crown of Mount Belukha.

“Four tourists were sitting on the western plateau. There was a lot of cloudiness, the pilots did a great job. At first they flew above the clouds, then they dived into the so-called window, and managed to get to those in distress. They flew up by helicopter, picked them up, and lowered them to Lake Akkem, to our rescue base,” said 1st class rescuer of the Altai search and rescue team, Yuri Schwartz.

According to one of the pilots, head of the aviation department of the Siberian regional center of the Russian Ministry of Emergency Situations, Sergei Zubov, the operation proceeded normally, but the work was hampered by clouds that hung around the mountain peaks. But the wind that caused the emergency was normal.

“There were clouds all around the mountain, including the landing area. The altitude of four thousand one hundred meters also interfered. It was an area covered with fresh snow. During landing, a cloud formed, we had to be very careful about the location, but we managed to land very close to the tourists,” said the pilot, the only pilot in the Krasnoyarsk Aviation Rescue Center who is allowed to fly to high altitudes.

The pilot explained that altitudes of more than three thousand meters are considered difficult, the machine becomes inert, uncontrollable and, as a rule, there is no place to land. And this time it was not possible to fully land the car to load people. It snowed in the mountains for two days, it was more than a meter deep, and it was slippery. In touch mode, the crew held the helicopter while the tourists loaded their belongings and climbed aboard themselves. The help of rescuers was practically not required, clarifies the Siberian Regional Center of the Russian Ministry of Emergency Situations.

According to Zubov, the preparation for the operation did not take long - the wait for permission to take off was long: “We waited for the weather for a long time, Mount Belukha was covered with clouds for two days, today a window appeared, and we managed to do everything in 3.5 hours.”


Having approached the mountain, rescuers searched for climbers for no more than 15 minutes. Due to cloudiness, we had to fly around the peak in a circle; tourists were spotted on one side. Since Sunday, the men had been in contact with the rescue post every three hours, and therefore already knew that they were being followed. By the time the board arrived, they trampled the inscription Welcome in the snow with their feet.

Shelter in the snow and gas burner

All this time, tourists were at an altitude of 4.1 thousand meters above sea level. They had warm clothes, food supplies and gas-burner, where they melted the snow.

“Since their tent was torn, they buried themselves in the snow, made a cave using its remains and lived in this place. They had food, but the gas was running out - only half the tank remained. If we couldn’t get them off today, they would have to do without hot food,” said rescuer Schwartz.

He added that the tourists were physically weakened, they had to spend energy on heating their shelter, and food was also running out. The temperature at this altitude was from zero to five degrees below zero; at night it dropped to minus 12. However, according to the rescuer, the men were not in danger of frostbite. In the end, none of them needed medical attention.



Tourists often go on difficult routes without calculating their strength, and often make some mistakes that can cost a person his life. However, here, according to Schwartz, a coincidence of circumstances played a big role.

“Anyone can get into bad weather, regardless of whether they are a trained tourist or a beginner. Of course, they had a hard time. It’s good that everything ended well,” the interlocutor concluded.

Violators?

The rescue ship returned back to Gorno-Altaisk without the tourists rescued from the trap; they remained at the seasonal rescue post near Lake Akkem. The fact is that the border between Russia and Kazakhstan passes through the Belukha massif. According to a representative of the regional security forces, tourists entered the border zone without special passes. And at the seasonal rescue post at the foot of Belukha, border guards were already waiting for them.

“When entering the Ust-Koksinsky district at the border control post, they informed the border guards that they were going to the Tomsk parking lot, but they themselves went much higher, where there is a five-kilometer border zone. They should not have misled the customs post employees, but simply issued passes,” the interlocutor said.

Now the climbers face administrative proceedings and a fine. However, they got into trouble and survived, and this is already great luck. Just a week ago, two climbers from Novosibirsk and the Kemerovo region fell while descending from the Aktru peak on the North Chuysky ridge; a resident of Kuzbass did not survive.

And three years ago, in August 2015, while climbing the Maly Aktru glacier on a route of moderate difficulty, four experienced climbers from Tomsk died. They ignored warnings about worsening weather and froze to death on the slope after it began to rain and become very cold. Help could not arrive on time due to bad weather and darkness.

The main goal of the reconstruction of the Sochi harbor is to make it possible for large passenger ships to dock in the port. In the old water area, the depth of which did not exceed 8 meters, modern cruise ships couldn't come in. The renovated port of Sochi was opened a month before the Games, and now there are four ships at the berths of its deep waters, each accommodating up to 3 thousand passengers. Fans, volunteers, and technical support workers live in these floating hotels. Like all Olympic venues in Sochi, the port is heavily guarded these days. This is noticeable: at the piers and at sea there are ships and boats of the Russian Navy. Foreign guests of the Games are happy to take pictures against their background.

And a month before the Olympics, in the old water area of ​​the port of Sochi, an inconspicuous object appeared at one pier - a small pen, in which, if you look closely, you could see three beluga whales or, as they are also called, polar dolphins. Dolphins - neither polar nor local Black Sea bottlenose dolphins - have ever lived in the port of Sochi. What are they here for? The first assumption is that they will participate in the opening ceremony of the Games. But the port workers told the Trud correspondent that people in naval uniforms take care of the beluga whales and feed them fish, so in the port even then, a month before the Olympics, it was no secret that both water areas, old and new, were to be protected from possible penetration of scuba divers who have, let's say, bad intentions, there will be fighting polar whales who have undergone a course of special training.

The Trud correspondent was unable to obtain any comments or details from representatives of the Navy. Moreover, the whales soon disappeared from the pen. “What beluga whales? - people in uniform joked. - It seemed to you...”

But the version that these three dolphins are now guarding the port has been confirmed: in the sea, at the entrance to the Sochi harbor, an unusual floating structure was installed, attracting attention with its bright orange color. And inside this structure, divided into three sections, through binoculars you can periodically see snow-white dolphins surfacing.

There is information publicly available on the Internet that special units of the Navy began training beluga whales for military purposes back in Soviet times. One of the first research centers for the combat use of whales was created in the Far East, in Srednyaya Bay near Nakhodka. Then the same center appeared in Vityaz Bay, Khasansky district. It is reported that “...scientists and military anti-sabotage specialists obtained the required skills from the animals - in a combat situation, a special cutting device was put on the beluga whale’s nose, with which the animal could kill a scuba diver by pushing him to the surface.” In 1998, during the collapse of the Soviet army and Navy, when funding was stopped on all counts, the Navy research center in the Far East was disbanded, and some beluga whales were then transported to the Black Sea, to Gelendzhik.

Apparently, experiments in the combat use of dolphins are currently ongoing in the Russian Navy. And, as one might assume, beluga whales are now trained not to kill enemy scuba divers, but to alert them when divers or other large underwater objects approach a protected vessel or structure. Dolphins, as you know, are endowed with a unique ability of echolocation, and under water they navigate not with the help of vision, but due to the fact that they emit high-frequency sound waves and catch their reflection from various objects and obstacles. This natural mechanism, in particular in beluga whales, is so perfect that the whale can recognize and identify even small objects found at the bottom, for example, coins, with its locator. And finding a scuba diver approaching the port, and at a considerable distance, is not a problem for them at all.

It was not possible to find out how beluga whales warn people about the approach of divers. Such developments are strictly classified. One can only assume that the signal is transmitted by special electronic devices: This is indicated by the antennas located on floating structure, where whales live and work, and on the port pier.

However, for guests of the Olympics, technical details are not so important. The main thing is that the port of the city, in which 12 thousand people now live on ships, as in hotels, is reliably guarded, including by very cute snow-white polar whales.

Shambhala is a mythical land of Hinduism and Buddhism.
