The idea of ​​​​creating a luxury yacht resort for the elite on the shores of the picturesque Tivat Bay came to the mind of a businessman from Kanata, Peter Munch. In 2006, he purchased a plot of land on the coast of Tivat and invited several prominent entrepreneurs from around the world to participate financially in its transformation. The famous American specialist Kevin Lynch was invited as an architect. To ensure that the future Porto Montenegro complex does not stand out from the general city panorama, the famous British landscape designer Martin Lane Fox was hired.

It didn’t take long to look for yacht owners who wanted to be based in the Porto Montenegro marina. At first, only 85 places for yachts were equipped here, but later the marina was significantly expanded. Ideally, the marina will be able to simultaneously accommodate 650 yachts of various sizes, including 150 super-yachts over 150 meters in length. In 2010, Porto Montenegro was recognized as a Montenegrin port. There are customs, passport control, and various service departments here.

Yesterday I spent half a day walking with a friend in Tivat, namely at the Porto Montenegro yacht marina. By the way, to the question: How can a tourist get to Tivat inexpensively? After all, the bus station is located outside the city and not even near the airport. Idiot Montenegrins... I get on a bus in Budva (2.5 - 3.5 euro ticket price) and go to Tivat, a minute before the station I call a Tivat taxi and they bring me a car, which costs about 1.6 to Porto -2 euros. There is another option - get off the bus and see a taxi there, or go out onto the highway and catch passing cars, don’t be afraid to hitchhike in ChG, it’s safe. The drive is only about 3-5 minutes. But I advise you to take a picture of the schedule at the Tivat station, it hangs on the booth, written by hand, so you will know what time you need to get back and go home. Option number 2 - take a taxi from your city to Porto Montenegro; it cost me 20 euros from official taxi services to get to Budva.

Now it is difficult to imagine the city without a complex of facilities built and grown around the modern marina. Although in its recent past it was the naval shipyard of the Yugoslav Fleet and the Sava Kovacevic plant, commonly called Arsenal, which by that time were falling into disrepair. Porto Montenegro owes its discovery or appearance to one person. The first person to consider the investment attractiveness of the Montenegrin coast and the Bay of Kotor was Peter Munch (1927-2018). Canadian entrepreneur born in 1927 in Budapest. Coming from a wealthy Jewish family, he fled Hungary in 1944 when it was captured by the Nazis. Peter Munch always loved yachts and almost until the end of his life he owned the 40-meter motor yacht Golden Eagle. “I have five children, and the only way to keep these bastards is to lock them on a boat,” he frankly told reporters. A few years before investing in Porto Montenegro, he noticed that most of the marinas located in picturesque areas of the Mediterranean Sea were terribly cramped. Munch decided it was time to move on.

Soon he was approached by an acquaintance who advised him to invest in Montenegro, which at that time was not yet an independent state. Munch didn’t even know exactly where Montenegro was. The country of 620,000 people was recovering from recent conflicts in the Balkans in the 1990s. After the war, Montenegro reluctantly joined Serbia and suffered from economic sanctions imposed on Serbia and Montenegro during the wars.

To get more information about the country, Peter Munch meets with Robert McDougall, who was then Canada's ambassador to Belgrade. About 3,500 people took to the streets of Tivat to protest. And they can be understood, the history of the plant begins in 1889. From the times when Tivat and Montenegro were part of Austria-Hungary. Munch talked about one meeting with plant representatives in which he became really worried about his safety after the mayor of Tivat left him alone in a meeting room with six Arsenal workers. “It was like a gang of Cypriots from the last century,” he recalls. Arsenal 2004

The territory of the plant and the berths became the property of the created joint-stock company in 2007. In fact, it is a 90-year lease. Many sources also display the amount of the transaction, it is 155 million euros. Although in the Montenegrin press this amount is much more modest. There is evidence that the country’s budget received only 3.5 million; the rest of the money was spent on construction, cleaning the plant’s territory, dismantling old ships and submarines and paying social programs for workers.

Peter Munk became the majority owner of Porto Montenegro, he owned 54 percent of the shares, together with his son Anton he had 62 percent. Jacob and Nathaniel Rothschild also participated in the formation of the project’s investment pool; the names of these shareholders are more than eloquent. Part of the shares was acquired by Bernard Arnault, a French businessman, president of the Louis Vuitton, Moët, Hennessy group of companies, one of the richest people on the planet. Part of the shares belonged to Ivan Glasenberg, head of Glencore, and another part to Russian tycoon Oleg Deripaska.

According to some reports, it was Oleg Deripaska who organized a personal meeting between Peter Munch and the Prime Minister of Montenegro, Milo Djukanovic. At that time, the country’s largest enterprise, Kombinat Aluminijuma Podgorica (KAP), was under the control of the Russian billionaire. Thanks to his talented negotiation skills, Munch achieved incredible benefits from the Montenegrin government - refueling yachts calling at Porto Montenegro under foreign flags is not subject to excise taxes and taxes. He later graduated from the University of Toronto with a degree in electrical engineering in 1952. It remains a mystery why Munch lost interest in his creation on the Adriatic. Did the years take their toll or something else? This has already happened to him. In 1981, he sold his properties to Southern Pacific Properties. At that time it was the largest hotel and resort chain in Australia.

In 2016, it was revealed that Munch was selling a majority stake in Porto Montenegro to the Investment Corporation of Dubai (ICD) for an undisclosed sum, believed to be around €200 million. And just a year and a half later, at the age of 90, Peter Munch dies in Toronto. “He was a unique guy, probably the most unforgettable guy I knew,” former Canadian Prime Minister Brian Mulroney said after his death. “He had a real gift for being a visionary who built great companies.”
