6. How to use the right to free travel for a beneficiary?

If you are entitled to discounted travel on public transport, but do not yet have a Muscovite card, you need to submit an application to any of the “My Documents” government service centers. Since the production of the card takes several weeks, and you already have the right to free travel, upon acceptance of the package of documents you will be given a temporary unified social ticket for travel on public transport in Moscow, which will be valid for 30 days.

This temporary ticket works in the same way as a Muscovite card: to get into the metro or ground transportation, you just need to touch it to the turnstile.

However, to travel on commuter trains while you are issuing a card, you will need a certificate, on the basis of which cashiers of commuter passenger companies issue cash-free train tickets. You can get a certificate at the public services center “My Documents”

You can register a ticket:

  • at the kiosks of the State Unitary Enterprise "Moscow Metro";
  • in kiosks and ticket machines of the State Unitary Enterprise "Mosgortrans";
  • through self-service terminals of Eleksnet OJSC and Moscow Credit Bank PJSC (24 hours a day).

Travel on commuter trains with a 50% discount can be used from September 1 to June 15 upon presentation of a student card to the ticket office.

Note! To use a Muscovite card for travel, you must have a student card with you and present it when paying for travel on the metro and ground public transport as a document confirming the right to travel on preferential terms.

8. What to do if a Muscovite card does not work in the metro or on ground transport?

For children and teenagers aged 10 to 17 years. Thanks to this program, the 50 percent discount for schoolchildren on tickets on long-distance trains that exists throughout the entire academic year is actually extended for three summer months. However, another benefit is no less popular - for commuter trains, or electric trains. With regard to this benefit, everything turns out to be somewhat more complicated. What benefits exist for schoolchildren to purchase train tickets in 2018, especially the provision of benefits for commuter trains to schoolchildren in various regions of Russia.

How are benefits established for schoolchildren on train travel?

Russian Railways does not establish such benefits centrally. Suburban service is even legally under the jurisdiction of other organizations - regional commuter passenger companies. In total, there are more than 20 such companies in Russia.

Benefits are also financed at the regional level - by the authorities of each individual region, republic, territory, etc.

In 2010, the Government of the Russian Federation adopted a resolution in which regional authorities were recommended to finance commuter benefits for schoolchildren and full-time students.

The resolution states that the benefit is given to schoolchildren over 7 years of age. There is no upper age limit specified. Both schoolchildren and students who study full-time at any educational institution can use the benefit while they are receiving their education.

If regional authorities agree to finance discounted train travel for schoolchildren and students, they must adhere to the recommendations of the federal government. These recommendations indicate that:

  • the benefit for commuter electric trains for schoolchildren and students looks like 50% discount from the ticket price,
  • the period of validity of such a benefit is from September 1 to June 15, during the academic year and exams.

Thus, regions cannot set a benefit of less than 50 percent and cannot introduce a shorter benefit period.

In which regions of Russia is there a discount for schoolchildren and students on electric trains in 2018?

The following table contains information about which Russian regions and which categories of students (schoolchildren, undergraduates and graduate students) are entitled to discounts on train travel in 2018. Legislative regulation of the issue

The issue of providing discounts on trains is regulated by the following: laws of the Russian Federation:

  • Federal Law “On Education”, which provides for the possibility of using railway transport using a discount;
  • Federal Law “On Veterans” indicating the right to free travel on commuter trains;
  • Federal law on the provision of social benefits for certain categories of the population.

It is worth noting that most of the bills on this issue provide at the regional level, since it is local governments that make the decision to allocate this type of state support for “local” beneficiaries.

Who is eligible for benefits?

Not all pensioners in our country can use the train for free.

Beneficiaries are:

Amount of assistance and modes of transport

In addition, you have the right to free (no more than 2 times a year) travel on any type of railway transport in both directions to undergo a medical course of treatment or rehabilitation.

On international trains it is possible buy tickets at half price.

As for regional beneficiaries, their discount is determined depending on their region of residence.

How to get

To be able to purchase tickets with a 100% discount on train travel, you must have such list of documentation:

Regional features

Let's consider the provision of benefits in various regions of our country.

Moscow

In the capital, only other categories of citizens equal to them can use free travel. Mandatory additional criteria include: need for permanent residence on the territory of the city.

Tickets can be issued after a Muscovite social card is presented. In the absence of this card, a ticket can be issued upon presentation of a passport and a document that can confirm the availability of rights to preferential travel, as well as a certificate of registration of a social card (the document has a validity period of 30 calendar days).

You can issue a round-trip ticket provided there is a direct trip to the capital. Moreover, the benefit applies to trains of all categories.

In addition, if necessary, registration tickets for interregional express trains You will also have to present a document that confirms your identity and benefits.

On directions by OJSC “CPPC” Since July 2014, it is possible to purchase non-cash tickets not only on the day of departure, but also in advance (up to 10 days).

In addition to all of the above, they can get a ticket completely free of charge. such categories:

  • citizens with status;
  • citizens who were recognized as victims during the period of political repression;
  • minor children under 16 years of age from ;
  • children from large families up to adulthood who are studying in educational institutions;
  • , including children who, for some reason, were left without the guardianship of their biological parents (located in private or public institutions in the capital intended for such minors).

Citizens of retirement age who do not fit into the above categories must pay the ticket in full. The exception is traveling by train in the Vladimir region in the summer (from May to the end of September).

Moscow region

You can buy tickets with a 100% discount on regular trains to such categories of citizens:

  • labor veterans;
  • veterans of military service;
  • home front workers;
  • recognized as rehabilitated during the period of political repression.

Saint Petersburg

You can buy in St. Petersburg tickets with 85% discount only during a certain period of the year.

Orphans, including children who, due to various life circumstances, were left without the guardianship of biological parents and are studying in educational institutions in St. Petersburg, have every right to receive a discount of 100% of the ticket price. Moreover, the rule is valid throughout the entire calendar year.

To use the discount needs to be prepared:

  • a pensioner's ID card or an electronic card “Unified Personalized Ticket”, which is installed in St. Petersburg with the required white fields filled in;
  • a passport or a document provided by a local registration office for residents of the Russian Federation without a permanent place of residence (should not be provided if there is a photo in the “Unified Personalized Ticket”).

It is possible to issue a discounted ticket for all routes on the day the train departs or in advance.

Leningrad region

Get the opportunity to use 85% discount citizens of retirement age and who are native residents of the Leningrad region have access throughout the entire calendar year.

Have the right to receive a discount citizens with a rank:

  • labor veteran;
  • home front worker;
  • rehabilitated or recognized as victims during the period of political repression.

For students and schoolchildren

Final amount of discount for this category of citizens depends on several factors:

  • where the train will go from;
  • what route?

Discount on travel is provided for the entire educational process(valid from September to mid-June). The discount amount is 50% of the ticket price.

To be able to use the discount you must meet certain criteria:

Initially, you need to know that the benefit is regional, therefore not all students are entitled to it.

For example, in the Republic of Crimea, benefits are provided exclusively to students of this peninsula.

In other regions:

  • in the capital, discounted travel is prohibited only for part-time students;
  • in the Pskov region, all students have the right to use the discount until the end of the educational period (until the end of June);
  • Some regions even allow the possibility of using a discount on high-speed trains.

Design nuances

It is necessary to remember these nuances:

  • some regions use a preliminary form for issuing discounted travel (you need to issue a ticket 7 days before the trip);
  • a discount ticket can be issued using a student’s or student’s social card;
  • It is possible to purchase a monthly pass with a 50% discount.

For example, in the capital you can issue a ticket after presenting your Muscovite card.

For this reason, it is necessary to learn in advance about the intricacies of the process of purchasing a ticket at a discount at the railway ticket office in your region of residence. This is due to the fact that local governments may make any changes.

For discounts on train travel for students of St. Petersburg, see the following video:
